@Tricon Political Economy Emiliano — if Argentina genuinely wants to understand China, do not read only the policy documents. Read the physical facts beneath them. Your reading of the four Five-Year Plans is solid, but one of your bracket-clauses contains an assumption worth pulling out: "China's Twelfth Five-Year Plan, published in 2011 — before anyone spoke of Chinese dominance in batteries — already named new-energy vehicles." The parenthetical implies that the battery industry did not yet exist in 2011, and that the plan called it into being.

The physical facts say otherwise. BYD was founded in Shenzhen in 1995, making nickel-cadmium cells, then lithium. Robin Zeng started ATL in 1999, the lineage that would split off CATL in 2011. BYD's F3DM, the world's first mass-produced plug-in hybrid, shipped in 2008. By the time the Twelfth Plan was drafted, China already had a working battery ecosystem: BYD, ATL, the newly formed CATL, Lishen, Coslight, Guoxuan — dozens of firms with a domestic supply base built around them. The Twelfth Plan did not invent this industry. It found it and labelled it strategic.

This is not a small revision. It changes what the plans are. Read forward from 2011, they look like blueprints. Read against the actual industry timeline, they look like codification — the state recognising a metabolism that had already grown for fifteen years under market pressure, demographic pressure, and survival reflex (the 35 million SOE layoffs of 1995-2001 had to be absorbed by coastal manufacturing or the system itself would have ruptured), then escalating, securing, and locking it. Manufactured is still the right word for the advantage. But the manufacturer is not only the state. It is a structural reflex that the state then named and accelerated.

The relevance for Argentina is not theoretical. Your closing pages give the periphery a policy menu — capital controls, conditioned FDI, public ownership of commanding heights, directed credit, patient capture of the midstream. Every item is real and every item is necessary. But the menu sits on an implicit claim: that the missing ingredient in the lithium triangle is political will of the kind China demonstrated. The physical timeline complicates that claim. The triangle can replicate the plans. It cannot replicate the 16-year emergent layer beneath them — the demographic ceiling, the survival reflex, the external demand pool of 2001 that had to absorb 35 million layoffs or break, the brute fact of a continental industrial substrate already running by the time the first plan was written.

Once you see the real pattern of Chinese development clearly, two things follow automatically — and both change Argentina's choice space.

First: there are only two actually existing industrial metabolisms on the planet right now — one led by the U.S. and the West (call it System A), one led by China (System B). This is a physical fact, not a geopolitical claim. Every other country — including the lithium triangle — is being pulled toward, or competed for by, these two systems. There is no third independent metabolic path. Your closing line that the comprador bourgeoisie will not pull the lever is correct, but where the sovereign coalition can pull it to, once it does, depends on which metabolic circuit the country integrates into — not how far it "develops independently." The third road was a theoretical option in the 1980s. In 2026 it does not physically exist.

Second: System B is no longer just a metabolism inside China. It is actively deploying infrastructure across the world to carry its own globalization — the grids, ports, and railways of the Belt and Road; CATL and BYD battery plants in Europe, Southeast Asia, North Africa; SPIC solar across Latin America; Huawei 5G across Africa. The most important of these is electricity — the physical substrate your article does not unpack but should. China's hold on the value-dense links rests on the largest renewable-electricity buildout in human history. The lithium triangle has sun and wind. It does not have a grid. System B is already deploying electricity capacity and battery capacity in Argentina, Chile, and Brazil; System A is not, because its own grid is decaying (PJM capacity prices up tenfold in two years). The two metabolisms are laying down their respective carrying infrastructure on Argentine soil right now — the choice is not happening at the policy-document layer. It is happening at the layer of which set of grids and which set of capacity arrives first.

When the next note answers "who can grasp the lever," I hope it can enter this layer: Argentina's available lever is not "replicate China." It is to judge, at the moment when System A and System B are both competing for integration positions on its territory, on what terms it can integrate into System B's metabolic circuit — preserving value capture, electricity sovereignty, employment, industrial upgrading — rather than being locked under the Milei path into System A's resource-extraction zone. This is what the productive lever actually looks like in 2026.
